How Much Does ERP Cost in the UAE & Saudi Arabia (2026)
UAE & Saudi Arabia

A Gulf ERP costs anything from zero for self-hosted ERPNext to about AED or SAR 919 a month for a 15-user Flowyana ERP Business plan, while Business Central runs US$80–110 per user per month (all checked 2026-10-21). Implementation, data migration and e-invoicing integration usually decide the real budget, so price those lines separately.

The four ways ERP is licensed in the Gulf
Every quote you collect in Dubai or Riyadh falls into one of four licence models, and comparing them line by line only works once you know which one you are looking at. Per-user pricing charges a monthly fee for each named login: Microsoft Dynamics 365 Business Central and Odoo work this way. Per-organisation plans charge one price for a bundle of users and branches, with a fee for each extra seat: Zoho Books, Wafeq and Flowyana are sold like this. Compute-based hosting charges for the server, not the people, which is how Frappe Cloud prices ERPNext. Finally, enterprise suites such as SAP Business One are quoted by a partner, usually as licences plus a yearly maintenance percentage.
The model matters more than the headline number. A per-user price that looks cheap for six accountants becomes the biggest IT line once forty cashiers, storekeepers and branch managers each need a login. A per-organisation plan stays flat until you cross its user or branch limit and then steps up. Before you compare vendors, write down three numbers: full users today, view-only or approval-only users, and branches with their own VAT or TRN registration. Then price every option at your expected headcount in year three, not today.
Published ERP prices in AED and SAR (checked 2026-10-21)
Every figure below comes from the vendor's own pricing page as we read it on 2026-10-21, excluding VAT. Prices move, promotions end and Gulf pricelists differ from the US ones, so reopen the page before you sign. A vendor with no published figure is quote-based. The order runs from the smallest bookkeeping tools to the largest suites and is not a ranking.
Zoho Books — the UAE and Saudi pricing pages list a Free plan for businesses under AED or SAR 200,000 of yearly revenue, then Standard at 60, Professional at 90, Premium at 120, Elite at 280 and Ultimate at 660 per organisation per month billed annually (69 to 799 billed monthly), with 3 to 15 users included; the Saudi page adds extra users at SAR 8 a month on yearly billing. Wafeq — the UAE page shows Starter, Plus and Premium at AED 690, 960 and 2,400 a year (AED 69, 99 and 249 month to month), the Saudi page SAR 1,190, 1,430 and 2,390 a year (SAR 99, 119 and 199 monthly), plus a branch add-on and a quoted Enterprise tier.
ERPNext — the software is open source and free to self-host; Frappe Cloud hosting starts at US$5 a month for a site and US$40 a month for a dedicated server, with no per-user fee. Odoo — the pricing page offers a free plan for one app with unlimited users, then Standard and Custom plans charged per user per month and billed yearly, at a figure set by your country's pricelist; Odoo.sh hosting and Success Packs for implementation are extra. Microsoft Dynamics 365 Business Central — Essentials US$80, Premium US$110 and Team Members US$8 per user per month, paid yearly. SAP Business One — SAP publishes no list price; partners in Dubai, Abu Dhabi and Riyadh quote licences and implementation together.
Flowyana — the ERP family made by Dictode, published in local currency for the UAE and Saudi Arabia with the same figures in AED and SAR: ERP Starter 109 a month billed yearly (129 monthly) with 1 user and 1 branch, Growth 289 with 5 users, Business 919 with 15 users and 3 branches, and extra users at 49 to 79 by plan. Accounting starts at 59 a month for 2 users, HR & Payroll at 109 for 10 employees, and the offline-first Retail and Restaurant POS at AED 1,799 a year with unlimited users. Flowyana does not ship ZATCA FATOORA or UAE PINT AE e-invoicing out of the box; that integration is a separate line, covered below.
Implementation, customisation and e-invoicing costs
The subscription is the number on the website; the project is the number on the invoice. Five drivers move it. Data migration comes first: opening balances, open invoices, stock by batch and expiry, and customer and supplier masters have to be cleaned before import, and a business with several old systems pays for each one. Document count is second: every bilingual Arabic–English invoice, delivery note, quotation and statement layout is a small design job. Branch and entity structure is third, because each extra TRN, VAT number or legal entity adds set-up and testing.
Integrations are the fourth driver and often the largest: bank files, the WPS salary file, card terminals, delivery apps such as Talabat, HungerStation or Jahez, and your e-invoicing provider. Training and the first month of hand-holding are the fifth. Ask every bidder to split its quote into licence, implementation, migration, integrations, training and yearly support, and to state day rates for change requests. A quote that bundles all of it into one figure hides exactly the lines that grow.
In Saudi Arabia, ZATCA Wave 25 brings every VAT-registered business with revenue above SAR 187,500 in 2022, 2023, 2024 or 2025 into Phase 2, with FATOORA integration due by 1 February 2027. Budget for the clearance and reporting integration itself, onboarding each invoicing unit, sandbox testing and someone who watches rejected invoices after go-live. The ZATCA Phase 2 guide on this site covers the technical rules.
In the UAE, businesses with revenue of AED 50 million or more must appoint an accredited service provider by 30 October 2026 and exchange e-invoices from 1 January 2027; everyone else appoints by 31 March 2027 and goes live on 1 July 2027. The UAE model routes invoices through that provider, so expect a recurring provider fee on top of your ERP subscription, plus the work of getting PINT AE data out of your ERP. Ask each vendor whether that connection is included, sold as an add-on or left to you; our UAE e-invoicing guide lists the dates and the provider register.
Dictode builds the FATOORA and PINT AE integrations on Flowyana or on the ERP you already run, typically in 4–8 weeks, and you own the code. That is a one-time project rather than a monthly fee, which is worth comparing against vendors that charge per invoice or per document.
Package, package plus modules, or custom: how Dictode quotes
Most Gulf SMEs should start with a package and change as little as possible. The case for something more appears when a workflow is the business itself: equipment rental billed by the hour, contracting with retention and progress invoices, a restaurant group that wants kitchen tickets tied to the ledger, or a distributor whose pricing depends on route and customer group. Then the cheapest option over three years is often a standard ERP for accounting, stock and HR, plus a few custom modules for the part that makes you different.
When Dictode builds, the quote is fixed scope with milestone pricing: you get a written proposal within 24 hours of the discovery call, a working first release (MVP) typically in 4–8 weeks, and you own the source code at the end. Our custom vs off-the-shelf ERP guide walks through the three-year arithmetic, and the Dictode pricing page lists the published Flowyana and Klayara prices in one place.
Compliance-Checkliste
- Count full users, approval-only users and view-only users today, and the number you expect in year three
- List every branch, legal entity and VAT or TRN registration that needs its own books or invoice series
- Ask each vendor for a quote split into licence, implementation, migration, integrations, training and yearly support
- Confirm in writing how each vendor connects to FATOORA (Saudi Arabia) or to a UAE accredited service provider, and who pays for it
- Price the provider fee for UAE e-invoicing alongside the ERP subscription
- Check whether Arabic–English invoice layouts, extra branches and extra users are included or charged per item
- Compare the total three-year cost, not the first-year promotion
