WhatsApp Business app or Business Platform: what campaigns need

Meta describes the free WhatsApp Business app as a tool for small businesses talking to customers from a single device, and the WhatsApp Business Platform, often called the WhatsApp Business API, as the way medium and large businesses chat with customers at scale. Bulk campaigns, approved templates, delivery and read webhooks and team inboxes live on the Platform, reached either directly through Meta's Cloud API or through a software provider.

For a shop in Dubai, a restaurant in Riyadh or a clinic in Kochi, the practical consequence is simple: the number you broadcast from must be registered on the Platform under your own Meta business portfolio, with a payment method on file, and the phone app on that number stops being the place where the team works. Pick the software you will send from before you move the number.

Opt-in: what Meta requires before the first campaign

Under the WhatsApp Business Messaging Policy as updated in November 2024, a business may message people who have given their mobile number and agreed to receive messages or calls from that particular business. Meta's opt-in page sets three conditions: say clearly that the person is opting in to receive communication from the business, state the business's name, and comply with applicable law (checked 2026-10-21). The opt-in can be general rather than WhatsApp-specific, and it can be collected by SMS, on a website, through IVR, in person or on paper.

Meta's own tips go further than the rule: collect opt-in separately for marketing and for order updates, and honour opt-outs at once. Local consumer-protection and data-protection laws in the UAE, Saudi Arabia and India apply on top of Meta's policy, so keep the date, channel and wording of every opt-in, and check the rules in each country you message.

Template categories and how review works

Outside a live conversation, a business can only send a template that WhatsApp has approved. There are three template categories. Marketing templates cover awareness, offers, sales and retargeting; Utility templates follow up on something the customer did or asked for, such as an order update; Authentication templates verify identity with a one-time code. Meta reviews each template, and a decision can take up to 24 hours; rejected templates can be edited and resubmitted or appealed.

Category is not just a label, because the price follows it. Meta re-checks approved templates on a recurring basis and can move a Utility template into Marketing with one day's notice, or with none if the business was warned for misuse. Templates also carry a quality rating, green, yellow or red, from how people respond; a red template can still be sent but is at risk of being paused or disabled. Write promotional copy as Marketing from the start.

Meta's per-message rates in India, the UAE and Saudi Arabia

Since 1 July 2025 Meta charges per delivered message, by category and by the country code of the recipient's number, and only for messages from the business to the user. The UAE, Saudi Arabia and India are each priced as their own market rather than inside a regional bucket. The list rates below are effective 1 October 2026 and come from Meta's rate cards (checked 2026-10-21); they exclude tax and any provider markup.

India: Marketing ₹0.8631 (US$0.0118), Utility ₹0.115 (US$0.0014), Authentication ₹0.115 (US$0.0014). United Arab Emirates: Marketing AED 0.2115 (US$0.0576), Utility AED 0.0576 (US$0.0157), Authentication AED 0.0576 (US$0.0157). Saudi Arabia: Marketing SAR 0.2159 (US$0.0576), Utility SAR 0.0401 (US$0.0107), Authentication SAR 0.0401 (US$0.0107).

Volume tiers lower the Utility and Authentication rates as monthly volume grows; Marketing has no volume tier. Rates move on Meta's calendar dates of 1 January, 1 April, 1 July and 1 October: India's marketing rate rose on 1 January 2026 and Saudi Arabia's on both 1 April and 1 October 2026. Businesses billed in India move to rupee billing, with every eligible messaging account to be migrated by 31 December 2026.

Worked example: 5,000 marketing messages in each market

Take one offer sent as a Marketing template to 5,000 customers who agreed to hear from you, all delivered. In India that costs 5,000 × ₹0.8631 = ₹4,315.50 (US$59.00). In the UAE it costs 5,000 × AED 0.2115 = AED 1,057.50 (US$288.00). In Saudi Arabia it costs 5,000 × SAR 0.2159 = SAR 1,079.50 (US$288.00). Messages that fail to deliver are not charged, and none of these figures include VAT or GST.

Add the software you send from. With Flowyana's WhatsApp Campaigns add-on on a Starter plan at ₹349, AED 39 or SAR 39 a month (as of 2026-10-21), the month's total for that single send is ₹4,664.50 in India, AED 1,096.50 in the UAE or SAR 1,118.50 in Saudi Arabia, with Meta's share billed by Meta to your own account. Sending the same offer to 1,000 of your best customers instead of 5,000 cuts Meta's part by four fifths, which is why the audience matters more than the rate.

The 24-hour window, free entry points and service messages

When a customer messages or calls your business, a 24-hour customer service window opens and resets with each new message; inside it you may send free-form replies, and once it closes only templates can be sent. From 1 October 2026 Meta charges service messages again after a free tier of 1,000 delivered service messages per business number per month, and Utility templates sent in reply inside the window are charged too.

Click-to-WhatsApp ads change the arithmetic. When someone messages you from such an ad on the Android or iOS app and you reply within the customer service window, that reply opens a free entry point window that can stay open for up to 7 days, during which Meta does not charge for marketing, utility, authentication or service messages. For a Gulf retailer running Instagram ads, replying fast to ad clicks is the cheapest marketing WhatsApp offers.

Messaging limits, frequency caps and keeping your number healthy

Meta limits how many unique people a business portfolio can reach outside the customer service window in a moving 24-hour period: 250, then 2,000, 10,000, 100,000 and unlimited. Business verification lifts a new portfolio to 2,000, and after that the limit rises one level when quality is high and you have used at least half of it over the last seven days.

Separately, WhatsApp may cap how many marketing templates one person receives from all businesses, based on how they engage; a blocked send fails with error 131049, and Meta advises waiting at least 24 hours before retrying. People can also turn off offers from your business. The working rules are the same in every market: send to people who bought recently, keep frequency low, send in daytime hours and stop at once when someone opts out.

Where Flowyana fits, and what Dictode builds

Flowyana, the business platform made by Dictode, sends WhatsApp campaigns from its Marketing app using your own WhatsApp Business Platform number and Meta business account. Audiences come from your own records: customers who bought in the last so many days, spent over an amount, shop at one branch, carry a tag or have a birthday this month, plus contact groups and Excel or CSV uploads. Templates are written and sent for approval in the app; consent is recorded at the till; every Marketing template carries an Unsubscribe button; STOP replies are recognised in English, Arabic, Hindi, French, German and Spanish; quiet hours, a per-person campaign cap and your number's daily limit are applied automatically, and the review shows the estimated WhatsApp charge before you send.

Campaigns are included in the Retail plan, Restaurant + KOT, ERP Business and the Business plans of CRM, Rentals, Bookings, Support and Repair; on other plans the WhatsApp Campaigns add-on costs $10, ₹349, AED 39 or SAR 39 a month on Starter, $20, ₹699, AED 69 or SAR 69 on Growth and $30, ₹999, AED 109 or SAR 109 on Business (as of 2026-10-21). Meta bills messages to your account, and Flowyana adds no per-message charge. Flowyana has no chatbot builder, SMS or email newsletters; Dictode builds WhatsApp chatbots, catalog and order flows and store integrations on top, typically in 2–4 weeks, after a free call and a written proposal within 24 hours, and you own the code.

Do I need customer opt-in for WhatsApp marketing?

Yes. Meta requires that people agree to receive messages from your business, that the opt-in names your business, and that you follow local law. Keep a record of when and how each person agreed, and stop at once when they opt out.

Can I send WhatsApp campaigns from the WhatsApp Business app?

Meta positions the free Business app for small businesses on a single device and the WhatsApp Business Platform for messaging at scale. Approved templates, bulk campaigns and delivery reports need the Platform, which Flowyana and other campaign tools connect to.

What is the 24-hour rule on WhatsApp?

A customer service window opens for 24 hours each time a customer messages or calls you. Inside it you can reply freely; after it closes you can only send approved templates. Since 1 October 2026 most messages in the window are charged after a monthly free tier.

Meta sets a limit per business portfolio on unique people reached outside the service window in 24 hours: 250, 2,000, 10,000, 100,000 or unlimited. It rises as you send messages people engage with. Flowyana reads your limit and spreads larger campaigns over several days.
