In Qatar the deciding criteria are WPS wage-file output, records fit for the Dhareeba corporate tax return, Arabic documents and a visible price, because no VAT filters vendors. Our shortlist runs from SAP Business One, Odoo and Zoho Books through Wafeq and Focus Softnet to Flowyana. Where workflows are not standard, Dictode builds the missing pieces.

How we compared ERP systems for Qatar

Qatar is the odd one out in the Gulf: no VAT, an e-invoicing law still in draft, and a corporate tax that touches only the foreign-owned share of profit. Riyadh and Dubai filters do not work here, so we scored each system on five things a Doha company actually feels: whether the vendor says on its own site that it produces a WPS salary file; whether the ledger locks periods and holds what the Dhareeba return and the auditor ask for; Arabic and English on one document; a price you can read without booking a call; and a second branch.

Every product statement below is what the vendor publishes on its own website, checked 2026-09-23. We tested nothing and resell nothing, and Qatar keeps no register of tax-ready systems, so no product can honestly claim a listing here; where no price is published we say quote-based. Sowaan ERP was dropped because its site names Riyadh, the UAE and Pakistan, not Qatar.

The shortlist: nine ERP systems for Qatar

The order runs from the largest vendor to the smallest, not from best to worst; a small trader and a contractor with three site offices will land on different names. Compliance and pricing lines are each vendor's own published words, checked 2026-09-23.

SAP Business One — the safe pick for a mid-size group that reports to a parent on SAP. SAP's regional page publishes no price and sends you to Request a quote (checked 2026-09-23), so budget licences plus a partner implementation. It makes no Qatar statement on WPS or Dhareeba; that localisation comes from your Doha partner, so ask for a live WPS file before signing.

Odoo — modular and cheap to start: One App Free gives one application to unlimited users, and the Standard and Custom plans are priced per user per month by country, Custom adding Odoo.sh or on-premise hosting. The pricing page showed rupees when loaded from outside Qatar (Rs 725 and Rs 890 per user per month billed yearly, checked 2026-09-23). It makes no Qatar compliance claim; WPS output is partner work.

Zoho Books — accounting rather than full ERP, with a Qatar edition in English and Arabic. Its Qatar pricing page lists a free plan under USD 50,000 revenue, then Standard at USD 15 up to Ultimate at USD 200 per organisation per month billed yearly (checked 2026-09-23). The e-invoicing banner on that page refers to the UAE, and nothing is said about Qatar payroll or WPS: the books, with payroll elsewhere.

TallyPrime — the familiar choice for accountants trained in India. Tally's MENA site names the UAE and Saudi Arabia and offers an Arabic edition; Qatar is not named (checked 2026-09-23). Pricing is published in AED, USD and SAR from AED 78 on rental, Silver single-user or Gold multi-user, monthly, yearly or lifetime. Payroll is a listed feature with no WPS mention; it runs on a PC or as TallyPrime on AWS.

ERPNext — open source and free to self-host, with accounting, stock, manufacturing, POS and a separate HR and payroll app. Frappe's pricing page advertises no per-user pricing, only hosting: shared sites from USD 5 a month, servers from USD 20 (checked 2026-09-23). The site offers Arabic-language training but no Qatar or WPS statement, so a Doha implementer supplies the localisation; best with a developer or partner on retainer.

Focus Softnet — a regional vendor with a Doha phone line on its Qatar site and Focus X as its flagship ERP. The Qatar page carries a banner about the upcoming e-invoicing mandate and calls the offer GTA Compliant in the vendor's own words (checked 2026-09-23); with no register yet, read that as readiness. Cloud-hosted with a hybrid architecture; no published price, so quote-based; WPS not mentioned.

Wafeq — cloud accounting with a Qatar edition priced in riyals: Starter QAR 99, Plus QAR 119 and Premium QAR 199 a month billed yearly (QAR 1,190, 1,430 and 2,390 a year), Enterprise custom, plus a Branch add-on at QAR 24 a month (checked 2026-09-23). Arabic and English, invoicing, inventory, payroll and forty-plus reports; the Qatar page makes no WPS or e-invoicing statement. Suits a small trader who wants clean books without an ERP project.

Daftra — Arabic-first cloud software with a Qatar support number, payroll with salary components and slips, and plans at USD 20, USD 41.25 and USD 50 a month billed yearly (checked 2026-09-23). Its e-invoicing claims cover Saudi Arabia, Egypt, Jordan and the UAE, not Qatar, and no WPS file is described, no handicap in Doha today. A fair fit for a retailer or service firm under twenty staff with Arabic-speaking accounts.

Flowyana — Dictode's own ERP, listed last as the smallest vendor here. It ships accounting with period locks, quotations and invoicing, purchasing, inventory with batch and expiry, POS, CRM, HR with payroll posted to the ledger, multi-branch and Arabic-English documents in an RTL workspace; cloud or on-premise; pricing quote-based (checked 2026-09-23). It does not ship a WPS salary file, gratuity accrual or e-invoicing; Dictode builds those per customer, typically in 4–8 weeks.

Qatar compliance checklist for ERP

Tax first, because there is less of it. Qatar has no VAT: the GCC framework is signed, no start date is set, and the General Tax Authority's Dhareeba portal handles income tax, withholding, capital gains and excise. Corporate income tax is 10% on the foreign-owned share of profit, filed annually through Dhareeba, usually with audited statements. So the ERP needs a fiscal-year lock, a trial balance the auditor can tie to IFRS, and a tax engine that switches on the day a VAT date is announced.

E-invoicing is coming but not here: the Council of Ministers cleared a draft e-invoicing law on 6 May 2026, it still needs the Shura Council and the Official Gazette, and no go-live date or vendor register exists. A product calling itself Qatar e-invoicing ready is describing intent; prefer one with a REST API and structured invoice data.

Payroll is where Qatar bites. Every employer under Labour Law 14 of 2004 pays through the Wage Protection System (WPS), run by the Ministry of Labour with the Qatar Central Bank: a CSV salary file goes through a local bank each month, and Minister of Labour Decision 50 of 2026, in force from 9 September 2026, makes monthly wages due on the first and payable within seven days. Gratuity under Article 54 is at least three weeks of basic wage per year. Ask every vendor whose job the WPS file is; the GCC payroll compliance guide covers the file and the formulas.

When custom beats off-the-shelf in Qatar

A packaged system is right for most of the shortlist's natural customers, the Doha trader or the services firm invoicing monthly. Three situations push the other way. Multi-branch pricing: a contractor with a Doha head office, a yard in the Industrial Area and a site office in Al Wakrah pays per user per site on several cloud plans above, and Branch add-ons outrun a one-off build. An industry workflow the package does not model: progress billing with retention, equipment rented by the day, LPG distribution with returnable cylinders. Integration with local systems: the bank's WPS upload format, Dhareeba exports, the head office's SAP abroad.

That is the line Dictode works on: Flowyana covers the standard core, and Dictode builds the Qatar-specific layer, whether the WPS file with QID and IBAN validation, gratuity accrual, retention billing or a connector to the system you already run, typically in 4–8 weeks per piece, and you own the code. Otherwise buy a package and spend the saving on training.

How to run the selection in 30 days

Week one is paperwork, not demos: export last year's trial balance, the customer, supplier and item masters, the employee list with QID numbers and IBANs, and one month of WPS files from the bank portal, then write the ten transactions that make your business unusual on one page. Decide who signs, usually the owner and the auditor, who should see the shortlist early.

Week two is three demos scripted from your page, not the vendor's deck, each ending the same way: they load your file, post a month of your payroll and show the WPS file and the trial balance. Week three is the price in writing, including implementation days, migration, Arabic layouts and the second branch, plus a Qatar reference. Week four is the decision and a go-live plan with a parallel-run month starting on the first, in step with WPS. If the demos leave a gap none of them closes, ask Dictode to scope it before you sign for the wrong package.

Liste de contrôle de conformité

  • One month of WPS salary files from your bank portal, so every demo posts the same payroll and you compare the output line by line
  • The employee list with QID numbers, IBANs, basic and allowance split, joining dates and contract type
  • Last year's audited trial balance and chart of accounts with cost centres, to seed the ledger and test the migration
  • Your ten non-standard transactions on one page: retention, site transfers, returnable items, foreign-currency purchases
  • Branch and user counts for the next two years, since the per-user and per-branch plans are priced on them
  • The connectors you need on day one: bank WPS upload, Dhareeba exports, a parent company system, a POS feed

Which ERP is best for a small trading or contracting company in Doha?

For a trading company under about twenty staff with Arabic accounts, Wafeq or Daftra give clean books at published prices, as does Zoho Books in English and Arabic. A contractor with site offices, retention and equipment usually outgrows those and lands on Odoo, ERPNext or Focus Softnet with a partner, or on Flowyana with the construction pieces built by Dictode.

How much does ERP software cost in Qatar?

Published prices on 2026-09-23: Wafeq QAR 99 to QAR 199 a month billed yearly; Daftra USD 20 to USD 50 a month; Zoho Books free to USD 200 a month; TallyPrime rental from AED 78; ERPNext free to self-host, Frappe Cloud from USD 5 a month; Odoo per user by country. SAP Business One, Focus Softnet and Flowyana are quote-based. Implementation, migration and Arabic layouts are extra and often exceed a year of licences.

Is SAP Business One ready for Qatar WPS and Dhareeba?

SAP's regional page makes no Qatar-specific statement about WPS files, Dhareeba filing or Arabic layouts, and publishes no price (checked 2026-09-23). Those come from the Doha partner's localisation, so ask the partner to generate a WPS file from a sample payroll and show a corporate tax working before you commit.

Is Flowyana the best ERP for Qatar?

It depends on the gap you need closed. Flowyana ships accounting, invoicing, inventory, POS, CRM, HR payroll and Arabic-English documents today, and does not ship a WPS salary file, gratuity accrual or e-invoicing. If your needs are standard, a package with a published price may serve you better; if you need retention billing, a WPS file in your bank's format or a parent-system connector, Dictode builds it on Flowyana in 4–8 weeks and you keep the code.

Cloud or on-premises in Qatar?

Cloud, for most companies: Qatar has no data-residency rule forcing general business books on-shore. Go on-premise or to a Qatar-hosted private cloud when a government or QFC client contract requires it, when a site has unreliable internet, or when the auditor wants the database inside your perimeter. Odoo Custom, ERPNext, TallyPrime and Flowyana offer self-hosting.

How long does an ERP rollout take?

Accounting and invoicing for one company on Wafeq, Daftra or Zoho Books takes two to four weeks with migration. A full ERP with inventory, payroll and two branches on Odoo, ERPNext, Focus Softnet or Flowyana typically takes eight to twelve weeks plus a parallel-run month; SAP Business One through a partner, longer. Custom pieces from Dictode run in parallel, typically 4–8 weeks each.
