Choose a UAE ERP on three tests: an e-invoicing route the vendor's own site describes for the 2027 mandate, Arabic and English documents, and a price you can see before the demo. Our shortlist runs from SAP Business One, Business Central and Odoo to Zoho, TallyPrime and Flowyana. Where nothing fits, Dictode builds the gap, typically in 4–8 weeks.

How we compared them
A UAE shortlist has to answer one question first: can this system get a structured invoice to an e-invoicing service provider by the date that applies to you? So the first column we scored was compliance status, taken only from each vendor's own website and marked with the day we read it. The second was language, because a Dubai trader invoices a Sharjah customer in Arabic and a European supplier in English on the same afternoon.
Then we looked at whether a price is published at all (most enterprise vendors quote instead), whether the software runs in the cloud, on your own server, or both, and how it handles several branches under several TRNs, as a group with outlets in Abu Dhabi, Dubai and Ras Al Khaimah often does. Local support in UAE hours was the tie-breaker.
The shortlist: 10 ERP systems for UAE businesses
Ten systems made the cut. Every compliance and pricing line below repeats what the vendor's own site said when we checked 2026-09-23; re-read the vendor page before you sign, because prices move and the Ministry of Finance register of e-invoicing service providers (the ASP list) changes almost weekly. No published figure means quote-based. The order is roughly by company size, not a ranking.
SAP Business One — the small-company product of the largest ERP vendor, implemented through Dubai and Abu Dhabi partners. SAP publishes no price on sap.com, so it is quote-based (checked 2026-09-23). The SAP Help Portal lists a Central MENA localisation covering the UAE and a Peppol exchange integration for Business One; the Ministry register lists SAP Middle East & North Africa LLC as a provider (checked 2026-09-23). Cloud via a partner or on-premises; suits manufacturers and distributors.
Oracle NetSuite — a cloud-only suite for groups that want one ledger across countries. NetSuite publishes no price; licensing is an annual subscription of platform, modules and users plus an implementation fee, quote-based (checked 2026-09-23). Its site runs a UAE portal and cites VAT support, but we found no UAE e-invoicing statement on netsuite.com (checked 2026-09-23). Cloud only; suits groups reporting abroad.
Microsoft Dynamics 365 Business Central — mid-market ERP for companies already on Microsoft 365. Microsoft's pricing page shows Essentials at US$80, Premium at US$110 and Team Members at US$8 per user per month, paid yearly (checked 2026-09-23). The UAE is not on Microsoft Learn's list of countries Microsoft localises itself, so UAE VAT and e-invoicing come through partner apps (checked 2026-09-23). Cloud or on-premises; good for trading and project businesses.
Odoo — the modular open-core suite with the largest partner network in the Emirates. Odoo's pricing page lists a free one-app plan, then Standard and Custom plans per user per month billed yearly, with the figure set by your country pricelist (checked 2026-09-23). Odoo's UAE localisation documentation covers the 5 % VAT group, reverse charge, invoices in English, Arabic or both and an end-of-service provision, but not UAE e-invoicing (checked 2026-09-23). Online, Odoo.sh or on-premises.
Zoho One — a bundle of 45-plus apps with Zoho Books as the accounting core. Zoho Books UAE lists plans from AED 60 to AED 660 per organisation per month billed yearly, and Zoho One flexible-user licences at US$90 per user per month on an annual plan (checked 2026-09-23). Zoho's UAE page says it is listed on the Ministry register as an e-invoicing service provider and generates PINT AE XML (checked 2026-09-23). Cloud only, Arabic interface.
ERPNext — fully open-source ERP from Frappe with accounting, stock, manufacturing, HR and POS. Self-hosting is free; Frappe Cloud starts at US$5 per month for a site and US$40 for a server, with no per-user fee (checked 2026-09-23). Frappe's site says tax rules can be configured for almost any country but makes no UAE e-invoicing claim (checked 2026-09-23). Arabic translation is community-maintained. Suits technical teams that want to own the code.
TallyPrime — the desktop accounting staple of UAE SMEs, now with bilingual Arabic-English invoicing. Tally's MENA site shows plans starting at AED 78, and cloud access from AED 63 per user per month with the licence bought separately (checked 2026-09-23). Tally says it is listed as an e-invoicing service provider by the Ministry of Finance and that TallyPrime creates, validates and exchanges invoices over Peppol with status tracking (checked 2026-09-23). Desktop with AWS-hosted access.
FactsERP — a Dubai-built ERP from FACTS Computer Software House, trading since 2002, covering accounting, sales, inventory, job costing, HR, payroll and POS. No price is published, so it is quote-based (checked 2026-09-23). Its site describes VAT and corporate tax reporting and PEPPOL-ready connectivity to e-invoicing service providers; the company itself was not on the Ministry register when we checked 2026-09-23. Cloud-hosted from Dubai.
Elate ERP — Peniel Technology's ERP for Dubai and Abu Dhabi SMEs, with accounting, inventory, HR, CRM and job costing. Penieltech's page gives an indicative US$10–15 per user per month and asks for a call-back for a full quote (checked 2026-09-23). It states cloud and on-premises options and PEPPOL connectivity that hands invoices to e-invoicing service providers (checked 2026-09-23); Arabic support is not spelled out. Suits small firms wanting a low entry cost.
Flowyana — Dictode's ERP for the Gulf, listed on the same terms as the others. It ships accounting with a UAE chart of accounts and the 5 % VAT catalogue, invoices with separate credit and debit notes, inventory with batch and expiry, an offline-first desktop POS, HR with payroll posting, a TRN per branch, and Arabic-English documents in an RTL workspace. It does not ship PINT AE e-invoicing or WPS files; Dictode builds both, typically in 4–8 weeks, and you keep the code. Quote-based (checked 2026-09-23).
UAE compliance checklist for ERP
VAT runs at 5 % on most supplies, with zero-rated and exempt categories; registration is compulsory above AED 375,000 of taxable turnover and optional above AED 187,500. Returns go to the Federal Tax Authority monthly or quarterly, so the ERP must lock filed periods and print a tax invoice with the TRN, line-level tax and AED totals. Corporate tax at 9 % on profit above AED 375,000 draws on the same ledger.
E-invoicing is the deadline that decides most 2026 purchases. Businesses with revenue of AED 50 million or more must appoint a provider from the Ministry register by 30 October 2026 and exchange invoices through it from 1 January 2027; everyone else appoints by 31 March 2027 and goes live on 1 July 2027, after a voluntary pilot from 1 July 2026. Invoices travel as PINT AE XML between providers, with tax data reported to the FTA; B2C sales sit outside the first phases. Our UAE e-invoicing guide covers the detail.
Payroll has its own rules: salaries go through the Wage Protection System as a bank or exchange-house file, end-of-service gratuity accrues from day one, and UAE and GCC nationals carry a pension contribution.
When custom beats off-the-shelf in the UAE
Three situations tip the balance. The first is branch count: a per-user cloud price that looks cheap for eight people in Deira becomes the largest IT line once forty counters across five emirates each need a login, and a one-time build with unlimited users pays back within two years. The second is an industry workflow the packages model badly: equipment rental with hourly billing, contracting with retention, or restaurant groups that need kitchen tickets tied to the ledger.
The third is integration with local systems: the e-invoicing service provider you appoint, the WPS file your bank expects, a delivery app, or a free-zone customs portal. Dictode builds these layers, on Flowyana or on the ERP you already own, typically in 4–8 weeks each, and the source code is yours.
How to run the selection in 30 days
Week one: write down the ten transactions that make your business unusual, count users and branches, list every TRN, and export a month of real invoices, purchases and payroll as demo data. Week two: send the same script and data to three or four vendors and watch each raise an Arabic tax invoice, a credit note, a WPS file and a PINT AE test document; anything they cannot show live is out.
Week three: collect a written quote that separates licence, implementation, migration, training and yearly support, and phone two UAE customers of similar size. Week four: pick, sign, and fix a go-live date at least three months before your e-invoicing deadline. If the demos leave a gap, price a custom module rather than accept a workaround.
Lista de verificación de cumplimiento
- Your revenue band and therefore your e-invoicing dates (AED 50 million and above: 30 October 2026 and 1 January 2027; below: 31 March 2027 and 1 July 2027)
- Every TRN in the group, the emirate and free-zone status of each branch, and which branches share a VAT return
- Headcount by branch, split into full users, approvers and view-only staff, because per-user pricing turns on this number
- A month of real transactions from your current system for demos: invoices, credit notes, purchases, stock moves and one payroll run
- The WPS file format your bank or exchange house accepts, and the pension rules for UAE and GCC national staff
- The systems that must connect: bank, e-invoicing service provider, POS hardware, delivery apps, customs portals
Preguntas Frecuentes

Which ERP is best for a small trading company in Dubai?
For an owner-run trader with one or two accountants, the lowest-friction choices are TallyPrime (bilingual desktop accounting, plans from AED 78, checked 2026-09-23) and Zoho Books (cloud, AED 60 to 660 per organisation per month billed yearly, checked 2026-09-23). Move to Odoo, Business Central or Flowyana once you need batch stock, several branches or a workflow those packages cannot model.
How much does ERP software cost in the UAE?
Published figures span a wide band: ERPNext is free to self-host, Zoho Books UAE runs AED 60 to 660 per organisation per month billed yearly, TallyPrime plans start at AED 78, Business Central costs US$80 to 110 per user per month paid yearly, and Elate ERP shows an indicative US$10–15 per user per month (all checked 2026-09-23). SAP Business One, NetSuite, FactsERP and Flowyana are quote-based. Implementation usually adds a one-time sum close to a year of licences.
Is SAP Business One UAE e-invoicing-ready?
SAP's help portal documents a Peppol exchange integration for Business One and a MENA localisation covering the UAE, and the Ministry of Finance register lists SAP Middle East & North Africa LLC as a service provider (checked 2026-09-23). Readiness on your installation still depends on version, partner and licence, so ask your partner to send a PINT AE test invoice from your own data.
Is Flowyana the best ERP for the UAE?
It depends on what you need. Flowyana ships accounting, invoicing, inventory, POS, HR and Arabic-English documents with a TRN per branch; it does not ship PINT AE e-invoicing or WPS files today. If you want e-invoices transmitted out of the box, Zoho and TallyPrime say they do that. If you want a system you own and can shape, Dictode builds those layers on Flowyana, typically in 4–8 weeks.
Cloud or on-premises in the UAE?
Cloud is the default under roughly 100 users: the vendor patches VAT and e-invoicing changes and there is no server to nurse in a Jebel Ali warehouse. On-premises still makes sense where auditors want data inside the country or connectivity is poor. NetSuite and Zoho are cloud only; SAP Business One, Business Central, Odoo, ERPNext, Elate and Flowyana offer both.
How long does an ERP rollout take?
A single-company implementation with clean master data usually takes 6 to 12 weeks from contract to first invoice. Multi-branch groups, migration from several old systems and custom integrations push that to three to six months.
